The Permanency Outcomes - Entry Cohorts report provides information about all children who entered out of home placement during each calendar year and were then discharged to permanency (Reunification, Living with Relatives, Kinship Legal Guardianship, Adoption) within 12 months, 24 months, 36 months, and 48 months. The permanency timeframes are cumulative (e.g., if a child reunified within 12 months, that child would also be counted in the "within 24 months" timeframe).
Data Portal Functionality:
The Data Portal allows users to select additional variables to gain further insight into the selected report. In addition, each variable can be further filtered to provide a subset of data within the variable. Data is provided as a table or, when available, a graph.
Variable Definitions:
- Cohort: All Children under the age of 18 entering out of home placement in a 12 month period and remained in care for 8 days or more.
Permanency Timeframes: Time it takes children to be discharged (No Longer in CP&P custody) after they enter an out-of-home placement. The permanency timeframes for this report are:
- 12 Months
- 24 Months
- 36 Months
- 48 Months
* Data is censored where applicable. For example, data for permanency in 24, 36 and 48 months will not show the most recent years due to the lag of the outcome measure.
- Discharge Reason: This variable displays all the discharge reasons applicable to this outcome measure. A child is considered discharged from care when they are no longer in CP&P custody. The discharge reasons for this report are:
- Reunification
- Living with Relatives
- Kinship Legal Guardianship
- Adoption
- Age: Age is calculated based on the child's age as of the last day of the calendar year. The age categories for this report are:
- Under 1
- 1 to 5
- 6 to 12
- 13 to 17
- Race/Ethnicity: The race categories are analyzed in combination with ethnicity. If a person's ethnicity is Hispanic, they fall under the category of "Hispanic" regardless of their race. If their ethnicity is "Non- Hispanic", they fall under their corresponding race. The category of "Another Race" includes American Indian or Alaska Native, Native Hawaiian or Other Pacific Islander, Asian, and Two or More Races. The race/ethnicity categories are:
- Black or African American
- Hispanic
- White
- Missing or Undetermined
- Another Race
- Gender: The identified gender of a person. Gender categories are:
- Year: Year represents the entry cohort (children who entered out of home placement in a 12 month period)
- County: The State of New Jersey is administratively divided into twenty-one counties. The county for this report is based on the county of the local field office responsible for the case. The twenty-one (21) counties in New Jersey are: Atlantic, Bergen, Burlington, Camden, Cape May, Cumberland, Essex, Gloucester, Hudson, Hunterdon, Mercer, Middlesex, Monmouth, Morris, Ocean, Passaic, Salem, Somerset, Sussex, Union and Warren counties.
